Just to add my two cents on this, as I’ve been looking at upgrading my server to 1.21 on AMP as well, Spigot and the Vanilla Minecraft JAR are the only currently available methods to run a 1.21 server, at the time of writing (June 16th, 2024).
PaperMC (A popular Spigot fork that has additional functionality, APIs, and is ever so faster) and other server types like Purpur (a popular PaperMC/Pufferfish hybrid/fork) have yet to be updated. This is likely due to all Mojang and Microsoft’s changes to Minecraft’s code (but alas, I digress…).
So, TL;DR, it’s likely that AMP has not detected an update to the particular version of Minecraft server type that is in question/use, due to the fact that one is not available (yet). I would keep an eye on the following sites for updates on the development/progress of community servers, personally (having played since the initial 1.0 release era, perhaps a little before, I’ve lost track, honestly):
AMP doesn’t update the version manifest until you stop/start the instance.
(regardless, it’s not our job to supply proper support to someone else’s enterprise customers)
