I found another post that had an issue with Left 4 Dead 2 specifically but it doesn’t seem to be the same as my issue, as the user who input the ticket was running on Windows Server 2019 and I am not. The staff that responded was saying something about running it as a service which I don’t believe fits with this issue.

- Edit the instance and bind to host IP instead of 0.0.0.0 per configuration instructions
- Restart the instance
- Login with valid Steam credentials
Actions taken to resolve so far:
- Double checked no duplicate ports were being used
- Verified other server is working properly (Core Keeper)
- Verified steam creds were correct and account owned the game
- Verified docker container LAN IP on custom network
- Verified docker container had internet access
- Verified docker wasn’t over-allocated on resources
