I have the same OS and product version William has mentioned. I created a second user and am also getting the same issue of “Loading Plugins one moment please” when I try to login to the new user. Restarting the ads01 service as mentioned has not resolved the issue.
Note that all other aspects of AMP have been working fine for me. I am just limited to the main admin account rather than making more accounts for other server admins.
