Problem Description
Issue
Rust is not installing when creating a new instance. When I try to start the instance, I get “Rust is not installed, AMP tried to install it but the process failed. Please check the logs for more information.”

Reproduction Steps
- Update to latest version of AMP
- Create new Rust instance
- Update instance (nothing happens)
- Attempt to start instance
