Startup Issue with Minecraft - starts up then then auto starts and never starts

Problem Description

Issue

For some reason it will start up but after a few minutes it says its starting up and spikes my cpu usage and never actually starts

Reproduction Steps

  • Manually restarted it
  • redownloaded the server pack
  • deleted the whole instance and started over
  • created this help

Do you have enough ram dedicated to the server under Java and Memory?

yes

it has enough ram and everything is allocated correctly
