Problem Description
Issue
installed Minecraft eternal lite modpack(mc eternal lite) and changed to forge mc 12.2(forge 14.21.1.2443) and attempted to run the server. tried running with mod file zipped and unzipped same error(within a newly created mods directory). Followed hostinger tutorial on how to do this to a T.

Reproduction Steps
- tested without mods
- changed server from official minecraft to minecraft forge
- ran the server
- updated server
- error persists
