Try without mods, maybe one of them is dodgy
Or it could just be that the ServerAPI hasn’t been updated to work with Aquatica yet. Aquatica also has a bunch of issues atm running mods: ARK: Survival Evolved - Aquatica DLC Issues
Switch to the Pre-Aquatica branch if you want a functioning server
