Startup Issue with Application Deployment - Unable to startup server for forge version 14.23.5.2860 (mc 1.12.2)

Problem Description

Issue

All attemp on Forge version of 1.12.2-1.14 seem to make the server unable to start, though the server work normally on other version including the newest version of forge but seem to be unable to start with older version of forge. Ps our intention is to open a server for RLcraft modded server which required Forge 14.23.5.2860 mc1.12.2

Reproduction Steps

• 1.Create instances
• 2.Change server/game setting to Forge 14.23.5.2860 (mc 1.12.2)
• 3.Unable to start server in 5s

Already try with all version of java none seem to work

What error do you see in the console?

I only try changing the java version on the java and memory setting while overlook the java version on the server setting, now that i chang the java version on world setting the problem seem to be solved, for now.
