I want know the real usage of CPU
Problem Description
Issue

My operating system is Debian (latest version). With the “top” command, I can see CPU usage, memory usage, etc. In the CPU usage value, I can see 10.2%, whereas in the instance it shows 22%. My server has 2x Xeon processors (12 cores, 24 threads). The 22% value is very misleading, and I would consider it a bug.

Reproduction Steps
- open page of Metrics and Status of my unique instance (RUST)
- Open ssh session
- use command : top
- compare actual usage of CPU displayed with commande “top” with value displayed ine “Metrics and Status”
