usercount not showing so i cannot shedule updates based on an empty server. tested the shedule while 2 users are connected, it still carrys on as if it was empty.

But no i have setup the instance to update when steamcmd shows an update, it doesnt seem to be hitting that trigger.

You also need to have a timed task that checks for available updates on steamcmd
