EDIT: Was able to fix the issue after doing some more digging and finding this other post of the same issue.
Startup Issue with Minecraft - Process configuration failed

Problem Description
Issue
Started having issue around 7PM EST last night 1/26. Anyone trying to connect to the server was getting an error saying the authentication servers are unavailable.
Server seemed to be starting, then timing out after throwing this in the console:
“A single server tick took 60.00 seconds (should be max 0.05)
Considering it to be crashed, server will forcibly shutdown.”
The server would then restart and keep doing the same thing. Now, I click the start button in amp and get a pop up that says
“Process configuration failed. AMP wasn’t able to query the NeoForge version list. Please try again later.”
