New Terraria server won't update

OS Name/Version: Ubuntu 24.04.01 LTS

Product Name/Version: AMP version 2.5.1.8 (Callisto), built 03/09/2024 11:47

Problem Description: I originally had a Terraria server running fine, deleted it briefly to conserve resources, added more RAM, and then created a new Terraria instance but now it won’t start/update for the first time. I type in my Steam login creds but it just hangs at updating. For some reason it also doesn’t email me a verification code to input for Steam. Could someone help me troubleshoot? Thanks!

Here is the output from the log:
12:40:42] [API:user Activity/10] : Starting the application.
[12:40:42] [Generic:user Info/15] : Skipping download - target already exists (./Terraria/serverfiles/terrariaserverconfig.txt)
[12:42:12] [API:user Activity/10] : Updating the application.
