Having less than 90% CPU usage
Problem Description
Issue
The issue I am having is that the server has been crashing on a regular basis when overloaded with very few things happening in the server. When there’s 3-4 people online the server is heavily overloaded although the memory capacity doesn’t exceed 2000mb out of 3600. The CPU is at a consistent 90%+ usage when multiple people are in and even when only one person is online and is traveling quickly. I feel like one person using an “elytra” shouldn’t overwhelm an entire server with those powerful AMD processors you advertise. The server is running 2 very basic plugins and one voice chat mod, which I also don’t see increasing the stress all too much. Except for the voice chat and some few quality of life plugins it is a completely vanilla server.
The simulation- and render distance is also only set at 15.
If you could either tell me a fix or a believable explanation to this problem that would be appreciated!

Reproduction Steps
- Setup the server with spigot
- Downloaded 2 plugins and 1 mod
- Played for over an entire week without real problems
- More people joined, still at most 5 people online at the same time
- 1-2 people loading in a higher amount of chunks, others staying still or moving slowly
- Server crashes and reboots
