Problem Description: Can not get minecraft to connect externally

Steps to reproduce:
- Step 1 Create Minecraft instance
- Step 2 Try to connect and get timeout
- Step 3
Actions taken to resolve so far: I have added static IP to my ISP service, I have added in port forwarding in my router for the ports needed.
