I am not able to create new users

That is what I have been trying to most. Both at the ADS level, and at instance level. Nothing seems to work.
I just tried again (at the ADS level), and this is the Audit Log:

Aaaaah the problem is that multiple licences are present! The presence of the standard licence is applying restrictions. Delete the licence files from the ADS instance and reactivate it.

Edit: Ah, I am assuming I need to delete the ADS01\Licenses\AMP\*.lic files?
