GetSockOpt Error. Modded Minecraft server

Problem Description:
“Timed Out: GetSockOpt” error code upon attempting to join server. Issue seems to only be with the modded instance; a seperate instance setup previously was able to connect.
Supposedly the server never had a firewall set up, so it shouldnt be a firewall issue, but what do I know (very little, thats what).
I’ve seen it suggested to join via IP (the numbers, not the domain given by AMP) but have not been able to access the router yet.
All ports say listening, no errors in console, just cannot join.
I wasn’t the one who set up the server or port forwarding or any of that, just installed the instance. The person who did the network setup and stuff has no ideas as to how to fix this either. This forum has been shared to the server setteruper, hopefully he can give some more insight.
Server manager is going to look into router firewall, apparently he hadnt done this before
Steps to reproduce:
- Start server via AMP
- attempt to join via domain (example: mc.servername:port)
- Connection Timed Out: GetSockOpt error
Actions taken to resolve so far:
- Disabling client firewall on all java related programs
- Tested other Minecraft instances set up on the same server, these worked but were on a different port; starting to seem like port forwarding issue (server manager says definitely not)
- Typing the ip and port in by hand
