Factorio Server - Space Age Mods Auto Enable

I’ve tried to make a Factorio server a couple of times and have the same problem with the Space Age content.

I have tried to turn off the Space Age content with mod-list but if the server is reset or started up the changes are void and re enabled.

Is there any way to have these turned off in the AMP settings?

Did you edit mod-list.json when the server was stopped?

If you did, and the content is still being re-enabled, iirc you also have to delete the content: [2.0.9][Headless Linux] Cannot disable Space Age mods on vanilla save - Factorio Forums
