Docker on Windows Server - Steps - Unsure what's missing here

OS Name/Version: Windows Server 2022 Standard Core

Product Name/Version: 2.4.1.2

Problem Description: Docker - Access is Denied, Docker Daemon not detected.

docker: error during connect: This error may indicate that the docker daemon is not running.: Post "http://%2F%2F.%2Fpipe%2Fdocker_engine/v1.24/containers/create?name=AMP_DFGStandard02": open //./pipe/docker_engine: Access is denied.
See 'docker run --help'.
Failed to configure new instance DFGStandard02 - Startup failure: Docker returned error code 125

Steps to reproduce:

Install AMP
Install Containers
Install Hyper-V
Install DockerMsftProvider Module
Install Docker
Pull Windows Container Image
Reboot

Test run container
Docker services show installed and running.
Docker command work at command line

Amp User is part of Administrators group on the server. Not sure if I’m missing a permissions step here.
