Customization with Minecraft - Pixelmon and structures aren't spawning and no starter

Problem Description

Issue

I added the forge verision of pixelmon 1.16.5 and it will not load up pixelmon and I have tried everyhting. The map mod will load a minimap but nothing else works.

Reproduction Steps

• Installed modpacks and forge for server
• Made sure server starts and runs
• Went to server settings and changed commands to allow spawning of mobs and other structures

Did you accidentally load a vanilla world first before adding the mods?
Might be worth deleting the world folder and let it regenerate (after a backup ofc)
