Customization with Minecraft Bedrock - I can't go from survival mode to creative mode

Problem Description

Issue

i’ve done this as per the article and it still doesnt go to creative mode

Reproduction Steps

  • i selected instance
  • i selected manage
  • i selected configuration
  • i selectged mine craft bedrock edition
  • i changed from survival to creative mode
  • i restarted the instance; i have done this about five times, but when i play on the server, its still in survival mode

As the setting says, that changes it for any new players to the server.
