Problem Description
Issue
Since recent update instances stuck at 3/3 and cannot travel between zones in game, where before it was usually 3/7 and travel was allowed.
Reproduction Steps
- Update instance
- Start Instance
- Mange instance and Active instance states 3/3 versus 3/7
