Cant start server: "Activation failed: VerificationFailed" -> "Licence state: NoLicenceFile"

OS Name/Version: Ubuntu LTS 22.04

Product Name/Version: AMP Release “Decadeus” v2.4.2, built 21/02/2023 11:49

Problem Description:

• Updated System via “apt update && apt upgrade”
• Created new instances on controller via template
• tried to start instances but wont start
• ads01 and said instances are not activated? (I did not do anything to the target ads01)
  Error accrues in AMP target console and Putty when tried reactivating:

[09:03:01] [Core Error] : Activation failed: VerificationFailed
[09:03:01] [Core Error] : Licence state: NoLicenceFile```

Steps to reproduce:

 * Step 1: I guess upgrade your system
 * Step 2: create new instances via template on controller
 * Step 3: get the error when trying to start said instances

Actions taken to resolve so far:
- tried reactivating instances (command line in Putty)
- restarting ads01 on target
