Got the same exact issue just wiped my server wanted to start from scratch. I have performed all the same steps with all the same results let me know what you ended up doing so I can mimic an get the server going!
has this been fixed I believe I am having the same problem.
I didnt manage to solve it, I just did a full reinstall on a debian VM instead of ubuntu and its been solid since.
