Cannot load Factorio mods

Problem Description:

I cannot load mods into my Factorio server. I have uploaded the mods to the correct ‘mods’ folder and I have made sure the config files are in the correct place as well (config>mods>modlist.json). The game does not even seem to register that there are any mods, even though the world I loaded also has the mods. I have also checked for dependencies and incompatibilities, and I am all good on that. What is going on?

Steps to reproduce:

  • Step 1: Create a new Factorio instance
  • Step 2: Upload a modded world and mods, then reboot the instance
  • Step 3: Try to start the game and connect


Update: I am now getting it to “see” the mods, but it runs into errors:
