Problem Description:
When attempting to create a 1.18.2 Forge server using a world type of “FLAT” and adding world generation arguments taken from a working SP world, the server fails to start.

Steps to reproduce:
- Set World Type to “FLAT”
- add the following World Generator Settings: “minecraft:bedrock,63minecraft:deepslate,59minecraft:stone,3*minecraft:dirt,minecraft:grass_block;minecraft:dark_forest;village,mineshaft,stronghold,biome_1,dungeon,decoration,lake,lava_lake”
- attempt to start server
Actions taken to resolve so far:
- created default world generation without an issue
- created “FLAT” world type without any generator settings without an issue
- tried removing the biome type and server fails to run
- created single player flat world with the generator settings above without an issue
