Trying to make normal minecraft commands work on my server

I want to use commands like /op /give / gamemode, but they are not present. i need help
Reproduction Steps
- tried to locate commands folder, but it wasnt there
- tried to use in game commands, but they do not work
- Tried to edit the source files but did not work
