Problem Description:
I recently purchased another AMP licence, and attempted to merge it with my old account. Both accounts appear to meet the merge requirements, but the licence manager says otherwise.
Steps to reproduce:
- Buy AMP on two different PayPal accounts in the same region
- Log in using both emails
- Attempt to merge one with another
