I wouldn’t worry about it. It seems like a soft limit that will clear out over time as you create new instances

How are license Activations determined?

Deleting an instance doesn’t immediately free up the activation, it happens some time later. The specifics of this aren’t disclosed. The licencing system uses a soft limit to allow for instances being removed and re-used. So if you reached 15/15 instances, it wouldn’t immediately stop you from creating new instances. Basically - unless you get an email from the licencing system complaining about excessive usage, don’t give it any thought.
