As is often the case, the issue turned out to be me 
Seeing that the other ports were already listening, I hadn’t added them to the port forwarding/firewall settings. Adding them seems to have worked and I was able to double check it by connecting to a VPN and the server is still visible and joinable. Thank you for the info! I’d have been stuck in an infinite loop without it!
